The link to add friends should be right under the other person's user picture.
You should see 'Wink' · 'Add to friends' · 'Private message'.

I personally adore PSP simply because I've used it for over 2 years and it's just easier for me in general to use, but it depends on how comfortable you feel in each program though either is really good. :)
It's really not that hard to find good brush sets; just download imagepacks or the actual brushes and make them into individual images and put them in PSP.

Hmm, I don't use Photoshop to apply my text, but when you go to apply your text, there should be something called 'Antialias' around there and it should be checked or selected as 'smooth' or 'sharp' instead of 'none' or 'off'.
I'm not that sure though. =\
